On the checkout you can either pay using a Paypal account or as a Guest Checkout with the option to pay by debit / credit card.
But the guest checkout does not always display.
This is not controlled by the plugin, but by PayPal themselves.
Partly to do with the buyer’s risk factor and partly to do with how the seller account is setup and always you need to turn the guest setting on.
